In determining the meaning of any Act of Congress, or of any ruling, regulation, or interpretation of the various administrative bureaus and agencies of the United States, the word `marriage’ means any legal union between two people, as defined by the State in which that union is formed, so long as such a definition conflicts not with existing federal law.
